Physical, economic, social and political factors determine people's level of vulnerability and the extent of their capacity to resist, cope with and recover from hazards. Clearly, poverty is a major contributor to vulnerability. They tend to be better protected from hazards and have preparedness systems inplace.

What is vulnerability and risk? Vulnerability – Weaknesses or gaps in a security program that can be exploited by threats to gain unauthorized access to an asset. Risk – The potential for-loss, damage or destruction of an asset as a result of a threat exploiting a vulnerability. Risk is the intersection of assets, threats, and vulnerabilities.

Is vulnerability a good thing? “Vulnerability isn't good or bad. To feel is to be vulnerable. To believe vulnerability is weakness is to believe that feeling is weakness. To foreclose on our emotional life out of a fear that the costs will be too high is to walk away from the very thing that gives purpose and meaning toliving.

What does it mean to be socially vulnerable? Social vulnerability refers to-the inability of people, organizations, and societies to withstand adverse impacts from multiple stressors to which they are exposed. These impacts are due in part to characteristics inherent in social interactions, institutions, and systems of cultural values.
